In a startling revelation, the Rising People’s Party (RPP) has through a press release informed that an FIR has been lodged against the “firm/contractor/Executive Engineer (PWD, R&B), Phek Division/Chief Engineer (PWD, R&B)/ for siphoning off/fraudulently withdrawing Rs. 65, 67,27,000 sanctioned against 2 work orders namely: (1) Akhen to Star Lake (15.00 km), (2) Lephory to Molhe Post (26.00 km).”

According to the FIR, the construction of road from Akhen to Star Lake amounting to Rs. 569.27 lakhs work order dated 11 April, 2011, the Construction of road from Lephori to Molhe Post amounting to Rs. 3000.00 lakhs, dated 20 November, 2011 and 2 (two) additional funds of Rs. 1500 Lakh each sanctioned vide Office Communication dated 06-03-2017 and 04-10-2018 were awarded to M/S Rhino Construction and Agency.

However, the RPP on touring the place observed that both the firms have not executed the above works as specified in the work order, although the total work order amount of Rs. 65, 67,27,000 (65 Crore approx) has been fraudulently withdrawn, the FIR alleged.

The RPP also alleged that the road project from Lephori to Molhe Post under M/S Rhino Construction and Agency had no work done although the Rs. 3000.00 lakhs sanctioned was withdrawn fraudulently by issuing Completion Certificate dated 21st January 2014 by the Office of the EE, PWD (R&B), Phek Division.

But the same EE, PWD (R&B), Phek Division, on 22nd Dec 2018 reportedly submitted a Status Report on the Lephori to Molhe Post as ‘Ongoing Work’, 4 years after he had issued ‘Completion Certificate’ for the same, the FIR disclosed.

The matter when dragged to High Court, Kohima Bench, Mr. L. Metha reportedly submitted an affidavit stating to complete the ‘Construction of road from Lephori to Molhe Post’ by March 2022, which, according to RPP, he has not done yet.

Several other anomalies were raised in the FIR among which “putting up false signboards indicating completion of black-topping/construction of road from T-01 to Kanjang amounting to Rs. 26.72 Crore” was one.
