RTI activist ST Yapang has formally requested the SDO (Civil) Changtongya and the Executive Officer (EO) of Changtongya Town Council to complete two infrastructure projects within the next 30 days, following a spot inspection that revealed discrepancies in the execution of works.
In a letter dated March 14, 2025, Yapang cited findings from the RTI reply No. JUDL-6/2023-24/502, dated January 28, 2025, and the spot inspection carried out on March 13, 2025. The inspection revealed that two projects listed under the UC bill had not been carried out as per the stipulated terms.
The first project, the rejuvenation of Awatsung Lake and construction of a stormwater drainage system at Awatsung Local Ground, allocated Rs 5,00,000, was found lacking the necessary materials as stated in the UC bill. According to the bill, 280 cement bags, 3,000 bricks, MS rods, and other materials were used for the construction, but the inspection found that none of these materials had been utilized.
The second project, the construction of drainage at PWD Ward in 2023, with an allocated Rs 1,00,000, also raised concerns. Yapang’s inspection revealed that only Rs 50,000 had been released and no work had been executed as required.
In his letter, Yapang urged the authorities to release the remaining amount for the drainage project and to complete both projects within 30 days. He emphasized that issuing UC bills without executing the work is “unacceptable” and called for the timely completion of these essential infrastructure projects for the welfare of the residents.
