The School Education Department has issued a clarification regarding the ongoing agitation by mainstreamed Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) teachers of the 2010 and 2013 batches concerning the release of their salaries.
In a press release issued today, 25th February 2026, the Department stated that the teachers were initially appointed against posts created under the Centrally Sponsored Schemes (CSS) of SSA and RMSA, with salaries funded by the Government of India. However, as the recruitment advertisements and appointment orders did not explicitly mention that the appointments were on CSS terms, the teachers demanded mainstreaming into the State School Education Cadre.
After due process, including clearance from the Personnel & Administrative Reforms (P&AR) and Finance Departments and approval from the State Cabinet, a total of 2,293 teachers who met the criteria under the Nagaland School Education Service Rules, 2017 were mainstreamed into the State Cadre on 2nd September 2022.
The Department emphasized that the mainstreamed SSA and RMSA teachers currently receive the latest Revision of Pay (7th ROP), along with scale pay and other entitlements, governed by the same instructions applicable to regular State Government employees.
The 2010 and 2013 batch teachers have requested that their salaries be drawn from the State Account Head under the Non-Plan Budget. The Department said representations in this regard have been submitted and taken up with the concerned authorities.
The Adviser for School Education, along with officers from Samagra Shiksha, the School Education Department, and the Finance Department, held consultations with the teachers on 3rd June 2025 to discuss their concerns.
The Department reiterated that while the State Government is making every effort to ensure timely release of salaries and necessary budget provision, it is not within the prerogative of employees to decide the Budget Head from which their salaries are drawn.
