Six councilors withdraw support, no-confidence move against DMC chairperson collapses

A proposed no-confidence motion against Hukheto Yepthomi, Chairperson of the Dimapur Municipal Council (DMC), collapsed on Thursday after six councilors withdrew their support ahead of a scheduled floor test.

Following the withdrawal, the Office of the Deputy Commissioner, Dimapur cancelled the special meeting of the council that had been convened for May 22 to consider the motion.

According to an official order issued by Deputy Commissioner Dr Tinojongshi Chang, the no-confidence motion was originally submitted on May 11 by 12 elected councilors of the DMC against the chairperson.

After scrutiny and verification of the notice under the provisions of the Nagaland Municipal Act, 2023, the Deputy Commissioner’s office had scheduled a special meeting of the council on May 22 for consideration of the motion and conduct of a floor test.

However, before the meeting could take place, the office received a formal written communication on May 21 from six of the original signatories informing the administration of their decision to withdraw support for the motion.

The order stated that the withdrawal application and signatures were examined and verified by the office, which found that the withdrawal was made voluntarily and without coercion or undue influence.

With the withdrawal of six members, support for the motion dropped from 12 councilors to six.

The order noted that under Section 15(2) of the Nagaland Municipal Act, 2023, a no-confidence motion must be supported by not less than one-half of the total elected members of the council in order to remain maintainable.

Since the Dimapur Municipal Council has a total strength of 23 elected members, the motion no longer fulfilled the statutory requirement after the withdrawal of support.

“In view of the formal withdrawal of the no-confidence motion by six members out of the 12 signatories, the foundational basis for the no-confidence motion dated 11.05.2026 no longer subsists,” the order stated.

Consequently, the Deputy Commissioner cancelled the special meeting scheduled for May 22 with immediate effect and declared the motion as withdrawn and closed.

The Chief Executive Officer of the DMC has also been directed to inform all councilors about the cancellation order and display the notification on the official notice board and website of the council for public information.
