ULB Election: Special Summary Revision of Electoral Roll for Municipal and Town Councils notified

State Election Commissioner of Nagaland, T John Longkumer today notified the Special Summary Revision of the Electoral Roll for all the 39 Municipal and Town Councils in Nagaland for deletion and inclusion of voters with reference to 1 January 2024 as the qualifying date.

The Commissioner said the draft publication of the Electoral Roll will be issued on 8 March, while the period for lodging claims and objections is from 11 to 20 March, and disposal of claims and objections will be done from 21 to 27 March.

The period for filing appeals to the respective appellate authority is from 28 March to 3 April and the disposal of claims and objections by the appellate authority is 4 to 6 April. The preparation of list of amendments after the decision of the appellate authority is scheduled on 8 to 10 April.

The final publication of the electoral roll is scheduled for 12 April 2024.

As per the last revision of the electoral roll as published on 24 November 2022, there are a total of 3,60,150 voters registered under urban local bodies with 418 wards and 693 polling stations. These included approximately 1,70,000 and 1,69,000 female voters.

For the Special Summary Revision of the Electoral Rolls of the existing 39 Municipal and Town Councils, it was informed that the Electoral Roll as finally published on 24 November 2022 under the now repealed Nagaland Municipal Act 2001 shall be taken as the basis for draft publication purpose.

It was also mentioned that no enumerators, supervisors, Sector Magistrates, etc need to be appointed during the ensuing Special Summary Revision of the Electoral Roll. “The individual claimant / objector shall directly apply to the ERO in his/her Office for inclusion/deletion etc. Necessary guidelines/instructions for the revision have been issued for the EROs separately,” it was informed.

ULB elections in Nagaland to be completed by 30 April

State Election Commissioner Nagaland, T John Longkumer said the Urban Local Bodies (ULB) elections in the state will be completed by 30 April 2024 following the direction of the Supreme Court. Addressing media persons in Kohima today, Longkumer said the commission is working hard to complete the necessary Special Summary Revision of the electoral roll of the existing 39 Municipal Councils and Town Councils so that elections to ULB could be conducted as per schedule.

Expressing confidence that the ULB election will be conducted, Longkumer said all the administrative and political process for holding the ULB elections has been completed. The state election commissioner also asserted that he needs to study and make a logical decision whether the Lok Sabha and the ULB elections can take place simultaneously. Longkumer indicated that the final decision on the polling date will be made following the announcement of the Lok Sabha polls.

Administrative approval for the special summary revision was granted by the state government on February 27.

It may be mentioned here that, despite the government’s prior attempts to hold Urban Local Body (ULB) elections, objections from tribal bodies and civil society organizations, particularly concerning the 33 per cent women reservation and taxation on land and properties, had impeded the process.

In 2017, earlier endeavors resulted in violence, political instability, casualties, and damage to government property. In March of the preceding year, the Neiphiu Rio-led government announced election plans, adhering to the Supreme Court’s mandate of 33 per cent women reservation. However, faced with renewed resistance, the government canceled the elections and revoked the relevant Act in March 2023.

Following this, the Nagaland Municipal Act 2023 was enacted by the assembly in November, incorporating the 33 per cent women reservation provision. The matter of ULB elections is presently under scrutiny by the apex court, which issued a directive on December 11, 2023, mandating the completion of the entire process by April 30. The last ULB elections in Nagaland occurred in 2004.
