Nagaland Chief Minister Dr Neiphiu Rio has announced that the vision document for ‘Viksit Nagaland@2047’ is in progress, stating that it will align with “national development frameworks and regional aspirations.” He also added that it will be a “strategic roadmap for transitioning Nagaland into a peaceful, progressive and self-reliant State.”
Rio made the announcement via the X platform on Saturday, following his participation in the 10th Governing Council Meeting of NITI Aayog in New Delhi on May 24. “We seek the Centre’s continued support,” he added.
The Chief Minister outlined several sectoral priorities under the vision plan, identifying green energy, health, employment, education, and reforms as key focus areas.
On green energy, Rio said the Nagaland Solar Mission under PM-Surya Ghar: Muft Bijli Yojana has been launched with an added State subsidy of Rs 50,000 for up to 3 kW. The aim is to achieve a 32.8 MW capacity Rooftop Solar system, which is over 15% of the State’s total power consumption, he said.
On healthcare, Rio said the Chief Minister’s Health Insurance Scheme (CMHIS) offers universal coverage to all citizens, including state government employees. “The Scheme uses the PM-JAY Ayushman Bharat Portal of the NHA for implementation. Similarly, the CM’s Life Insurance Scheme covers about 4 lakh beneficiaries,” Rio said.
To train and provide employment opportunities, Rio said the Nagaland Skill Mission aims to equip 5,000 youth with skills in growth sectors like drone technology, hospitality, logistics, banking, and healthcare in the current FY. The private sector and entrepreneurs must lead in job creation, he added.
On education, Rio said transformative reforms like EMRS, PM SHRI, and World Bank-supported Light House Schools are bringing sea changes, especially in government schools. A facial recognition-based teacher attendance system is ensuring accountability, and community-supported incentives are being introduced, Rio claimed.
On Ease of Doing Business (EoDB), Rio said Nagaland has implemented the Business Reforms Action Plan (BRAP), streamlining regulations, easing compliance, and digitising government-to-business interfaces. A key outcome is the State Single Window System launched in 2022 on the NSWS platform, Rio added.
Further, under the State Startup Policy 2019, aligned with Startup India, Rio said Nagaland is fostering entrepreneurship through five startup incubators and Entrepreneurship Development Centres (EDCs) across all districts, offering mentoring, infrastructure, and capacity-building support.
The Nagaland Chief Minister also thanked Prime Minister Modi for convening the 10th Governing Council Meeting of NITI Aayog, stating that it is a platform which serves as a catalyst for cooperative federalism and inclusive policy discourse across India.
