A 16-day training program for Heads of Offices and Drawing & Disbursal Officers (DDOs) on service matters began on August 3, 2024, at the Administration Training Institution in Kohima.
In his brief speech, Commissioner & Secretary, P & AR, Anoop Khinchi, IAS, explained that the purpose of the training is to promote good governance, ensuring that employees are treated fairly and receive justice regarding their service conditions. He noted that a lack of knowledge about the rules could result in unfair treatment, which could demotivate employees. Khinchi urged the participants to become well-versed in the latest rules and guidelines, as this knowledge can motivate employees to contribute effectively to the government. He also emphasized the importance of adhering to these guidelines now that the RTI is open to the public, advising employees to be cautious in their duties.
Director, ATI & Secretary P&AR, Akunu S. Meyase, in her welcome address, mentioned that 110 DDOs and senior officers from the Departments of Health & Family Welfare, Veterinary & Animal Husbandry, and Tourism are attending the first day of the training. The program aims to update participants on rules related to service matters and enhance their understanding of the subject.
“The State Government is focusing on training as a key mechanism to ensure good governance. As the largest employer in the state, it is the Government’s responsibility to manage its employees and their affairs transparently and efficiently. The P&AR Department, as the nodal department for service matters and PIMS, has initiated this training program to ensure that government employees who head their respective offices or handle establishment matters in districts and sub-divisions are properly trained and updated with the latest rules and guidelines,” an update from DIPR stated.
The 16-day training program will cover over 2,000 government employees, including Heads of Offices, DDOs, and staff, focusing on the latest and most relevant service matters such as PIMS, ePay Bill, pensions, appointments, APAR, maintenance of service books, and other important issues.
