Coinciding with the birth anniversary of Birsa Munda, a prominent tribal freedom fighter of India, BJP flagged off the Viksit Bharat Sankalp Yatra (VBSY) on Wednesday, 15 November. This national outreach program aims to inform people about central welfare schemes and was launched from Jharkhand’s Khunti, the birthplace of Birsa Munda. In Nagaland, the first phase of the tribal campaign took place today in three districts: Dimapur, Tuensang, and Mokokchung.

The Viksit Bharat Sankalp Yatra is designed to propagate the achievements of the Modi Government in the last nine years, leading up to the upcoming Lok Sabha elections. The Yatra has not been without controversy though. The Congress and the Opposition expressed concerns about the appointment of officers in the ranks of joint secretary, director, and deputy secretary as ‘Prabhari Officers’ for this yatra. In response, on 17 October, the Election Commission restrained the Centre from appointing ‘District Rath Prabharis’ in poll-bound states.
In Nagaland, the yatra was formally launched by State Prabhari Sanjeeb Kumar Mishra, IAS, Secretary cum COE of the National Recruitment Agency, from Indisen village in Dimapur district today. Dimapur DC Dr Tinojongshi Chang; Dr Raut Pandurang, IRS, DDG Shipping, who is also the district Prabhari, and a host of officials from both central and state government departments, beneficiaries of central welfare schemes, local body leaders, villagers, and students attended the program.

Following the launch program, the VBSY van for Dimapur was flagged off by DC Dimapur Dr Tinojongshi Chang. The van later toured Aoyimkumg village, the second location of the event in the district. In Mokokchung, the VBSY tribal campaign was launched by ADC Mokokchung Chumlamo Humtsoe at Ungma village, with President of Ao Senden, Chubawati Longchar, gracing the launch program as the chief guests and leading the reading of the pledge for Viksit Bharat. Following the launch program of the Yatra, a subsequent event was conducted at the community hall in Khensa.

In Tuensang, the launch was held in Tuensang Village and Ngangpong Village. The Yatra featured beneficiaries from NSRLM, Jal Jeevan Mission, Ujjwala Yojana, and Pradhan Mantri Awas Yojana sharing their experiences.
Viksit Bharat Sankalp Yatra: BJP’s strategic move or genuine outreach?
Politicking for Lok Sabha 2024 or making a concerted effort to ensure the dissemination of central schemes to the grassroots, the Bharatiya Janata Party (BJP), led by Prime Minister Narendra Modi, has initiated the Viksit Bharat Sankalp Yatra, a nationwide campaign designed to spotlight and extend the reach of central welfare schemes. The Yatra, launched against the backdrop of preparations for the Lok Sabha 2024 elections, raises questions about its intended purpose, with some perceiving potential political motives.
The core objective of the Viksit Bharat Sankalp Yatra is to bring attention to a diverse array of central welfare schemes, gathering data on beneficiaries and identifying eligible individuals who have not yet availed themselves of these opportunities. While political undertones might be inferred, proponents emphasize the potential genuine intent behind this nationwide endeavor.
The plan involves two vans, Information, Education, and Communication (IEC) vans, and the active participation of various government departments. Seventeen identified schemes take center stage for rural areas, while an additional 17 focus on urban territories, encompassing initiatives like Ayushman Bharat, PMJAY, PM Ujjwala Yojana, PM Kisan Saman, Kisan Credit Card (KCC), Survey of villages and mapping with improvised technology in village areas (SVAMITVA), Jan Dhan Yojana, Jeevan Jyoti Bima Yojana, Suraksha Bima Yojana, Atal Pension Yojana, and Har Ghar Jal – Jal Jeevan Mission, each holding transformative potential.
The initial phase of the Yatra targets key demographics, including tribal populations, farmers, women, and youth, especially those in challenging terrains. Specific concerns of tribal areas, such as the Sickle Cell Anaemia Elimination Mission, Enrolment in Eklavya Model Residential Schools, and Scholarship Schemes, are given prominence, showcasing a nuanced understanding of regional needs.
To enhance communication, IEC Vans have been branded and customized to serve as mobile hubs of information. These vans will disseminate information through audio visuals, brochures, pamphlets, booklets, and flagship standees in Hindi and various state languages at the national, state, and district levels. The responsibility for the success of the Yatra falls on the shoulders of officers in charge, who will traverse challenging terrains, reaching out to tribal communities and disseminating vital information about schemes tailored for them.
As the Viksit Bharat Sankalp Yatra unfolds across the country, it prompts a nuanced exploration into whether it is merely a political spectacle or a sincere endeavor to bridge the gap between government schemes and the people they are intended to benefit.
