Replying to a supplementary question raised by MLA Achumbemo on the Protected Area Permit (PAP) and Free Movement Regime (FMR), on the fourth day of the 6th Session of the 14th Nagaland Legislative Assembly (NLA) on 7th March 2025, Chief Minister and Leader of the House, Dr. Neiphiu Rio, stated that the PAP was re-imposed in the state on the grounds of security concerns by the Government of India (GoI), despite the ongoing progress of the Framework Agreement, Agreed Position, and Dialogue between the Government of India and the Nagas.

He added that Christian missionaries, foreigners, or foreigners married to Nagas often face situational challenges when visiting the state due to the enforcement of this Act.

Regarding the Armed Forces Special Powers Act (AFSPA), he said the Government of India might continue to enforce this Act in the state as long as the Naga political issue persists.

MLA Achumbemo opined that the PAP should be scrapped in the state, and the resentment and sense of the August House should be conveyed to the GoI.
