The Khongka Students’ Union has issued a strong public appeal highlighting what it calls a “serious and unresolved error” by the Department of School Education (DoSE), Nagaland, regarding the erroneous posting of a retired teacher to Government Primary School (GPS) Khongka under Pungro sub-division in Kiphire district.

According to the Union, “as per Government Order No. EDN/PLN/RATIONALIZATION/2023 dated 10th February 2025, Shri H. Khumkiu (Employee Code: EDN/04631) was transferred from GMS Y Anner to GPS Khongka. However, Shri Khumkiu had already retired from government service on 31st August 2024, as confirmed by Release Order No. ED/EST/B-46/2022 dated 11th September 2023.”

“This means the department, through the rationalization order, effectively assigned a teaching position to an individual who had ceased to be in service months prior—an error that has remained uncorrected to this day,” the Union said in a public statement.

The Union also pointed out that the transfer was made in place of M Tojikhiung (Employee Code: EDN/04754), thereby disrupting the staffing and functioning of GPS Khongka.

While the Department had issued Notification No. RTNL/2019 dated 17th February 2025, putting all rationalization orders on hold “in the interest of public service,” the Union said “it has not been implemented in letter or spirit. Many transferred teachers continue to serve and draw salaries at their new postings, while this blatant posting error involving a retired teacher has been ignored.”

The Khongka Students’ Union stated that the issue was first raised on 11th February 2025 through the SDEO, Pungro, and forwarded via Letter No. EDN/SDEO/PRO/EST/2024-25/189 dated 12th February 2025. “A follow-up was submitted on 20th February 2025, and a direct representation was submitted to the Principal Director on 20th June 2025. Regrettably, we have received no communication or action from the Department to date.”

Calling the inaction “not only a matter of administrative failure but also a blow to public trust in the education system,” the Union reminded the public that GPS Khongka “has been recognized for its excellent performance and ranks among the top in enrollment in the district—a result of strong community involvement and dedication.”

“However, incidents like this demoralize our people, disrupt educational continuity, and show a serious lapse in governance,” it added.

The Khongka Students’ Union urged the Department of School Education to immediately rectify this posting error and ensure such oversights are not repeated. A timely correction will go a long way in restoring community confidence in the Department’s commitment to quality and accountability.
