The Nagaland Government has constituted a Working Group on Comprehensive Manpower Rationalisation to review staffing patterns across government departments and recommend measures to improve administrative efficiency and expenditure management.
The notification was issued by Finance Commissioner Kesonyu Yhome following a Cabinet decision taken on June 6, 2026. The Working Group will function under the State Level Committee on Expenditure Rationalisation and Revenue Mobilisation (SLC-ERRM).
The committee will be chaired by Secretary Akunu Meyase, while Under Secretary of the Finance Department Abeinuo Jasmine Ashao will serve as Member Secretary. Other members include Vechotsiyi Neinu and Thejangulie from the Finance Department, Celine Asino Kulnu from the Law and Justice Department, and Phajathung Ovung, JSO, Personnel and Administrative Reforms (P&AR) Department.
According to the notification, the Working Group has been tasked with examining the sanctioned strength, employees in position and vacancies across all government departments. It will also identify surplus, overlapping or redundant posts and recommend measures for their rationalisation.
The committee will review organisational structures and frame guidelines for the creation of new posts, upgradation of existing positions and filling of vacancies. It will also assess the impact of technology and computerisation on manpower requirements and recommend measures such as multi-skilling and redeployment of employees to improve efficiency.
The Working Group has been directed to complete its study and submit its report to the Finance Department within three months.
Pending submission of the report, the government has imposed interim restrictions on recruitment. No new posts will be created without Cabinet approval in exceptional cases, while proposals to fill vacant posts must first be examined by the Manpower Rationalisation Committee and the SLC-ERRM before being placed before the Cabinet. Departments have also been directed not to increase their workforce without prior approval from the Finance Department.
All government departments, boards, corporations and state public sector undertakings have been instructed to extend full cooperation to the Working Group and provide all required manpower-related information for the review.
