Seeks immediate, transparent implementation of the Framework Agreement and Agreed Position
Nagaland Member of Parliament (Lok Sabha) S Supongmeren Jamir on Thursday raised a Matter Under Rule 377 in the Lok Sabha, urging the Government of India to immediately and transparently implement the Naga Political Agreements.
In his submission, Jamir recalled that the Government of India had signed two key agreements with Naga Political Groups: the Framework Agreement with the NSCN-IM on Aug 3, 2015, and the Agreed Position with the Working Committee ,Naga National Political Groups (WC, NNPGs) on Nov 17, 2017.
He pointed out that 11 years have passed since the signing of the Framework Agreement and nearly nine years since the Agreed Position, yet implementation of both agreements remains pending. According to Jamir, the prolonged delay has created uncertainty and frustration among the Naga people.

Stating that the agreements should now move from the negotiation stage to implementation, he urged Prime Minister Narendra Modi and Union Home Minister Amit Shah to expedite the process without any further delay. He stressed that since the Government of India has repeatedly maintained that the negotiations have concluded, the focus should now shift to honouring the commitments made through timely implementation.
Jamir also cautioned that continued delays could result in growing public dissatisfaction and the emergence of more aggrieved groups, which could adversely affect the ongoing peace process.
He further emphasised that any implementation of the agreements must be carried out transparently, ensuring that the Naga people are fully informed of its contents. He said the final settlement should reflect the aspirations and interests of the Naga people.
