The Special Intensive Revision (SIR) of electoral rolls in Nagaland has resulted in 1,57,752 electors from the pre-SIR roll not submitting Enumeration Forms during the enumeration phase, according to key findings released by the Chief Electoral Officer (CEO), Nagaland.
Nagaland had 13,57,208 electors before the SIR, of whom 11,99,456, or 88.38 per cent, submitted their Enumeration Forms during the enumeration period from August 16 to September 14.
The CEO’s findings show that 28,944 electors were identified as deceased, while 1,23,749 were categorised as absent, permanently shifted or others. Another 5,059 electors were found enrolled at multiple places in the electoral roll or as duplicates.
The CEO said electors in the absent, shifted or other category included those who had become electors in other States or Union Territories, were not found in existence, had not submitted their forms by September 14, or were unwilling to register as electors for various reasons.
The Draft Electoral Roll, published on September 20, contains 12,06,457 electors, including 11,99,456 general electors and 7,001 service electors.
The Election Commission has said that genuine electors whose names are not included in the draft roll can still seek inclusion during the claims and objections period from September 20 to October 20.
Such applicants can submit Form-6 along with the prescribed Declaration Form. Applications can be submitted physically to the Electoral Registration Officer, Assistant Electoral Registration Officer or Booth Level Officer, or online through the voters’ portal and ECINET mobile application.
The CEO said the draft roll has been published for all 60 Assembly constituencies and booth-wise lists of Absent, Shifted, Dead and Duplicate (ASDD) electors whose names were not included in the draft roll have been displayed at the offices of EROs/AEROs and polling stations, besides being uploaded on the CEO’s website.
The CEO also stated that names would not be deleted from the draft electoral roll without due process. Before any deletion, the concerned ERO/AERO is required to issue notice, conduct an enquiry and provide the person concerned a reasonable opportunity to be heard, followed by a speaking order.
During the enumeration phase, 3,758 Booth Level Agents appointed by recognised political parties participated in the process. The Naga Peoples’ Front appointed 1,803 BLAs, followed by the Indian National Congress with 892, the Bharatiya Janata Party with 872, the National People’s Party with 130 and the Lok Janshakti Party (Ram Vilas) with 61.
The CEO said Booth Level Officers held booth-wise meetings with political party BLAs, where appointed, for verification of ASDD electors. The ASDD lists, meeting minutes and photographs were uploaded through the BLO App.
As part of the SIR exercise, the total number of polling stations has also been increased from 2,361 to 2,399, with 38 new polling stations created. The CEO said the exercise sought to optimise polling stations to not more than 1,200 electors each while also taking into consideration the convenience of voters.
The CEO’s office said extensive awareness campaigns and meetings with political parties were conducted during the enumeration phase, while helpdesks were established at district offices and a dedicated IT helpdesk was made operational.
Young persons who have attained 18 years of age on or before October 1, 2026, have also been encouraged to apply for inclusion in the electoral roll through Form-6 and the prescribed declaration.
The claims and objections period will remain open until October 20, followed by the notice phase and disposal of claims and objections up to November 18.
The final electoral roll is scheduled to be published on November 22, 2026.
Around 5 lakh Nagaland voters to receive notices over SIR discrepancies
Nearly five lakh voters in Nagaland are expected to receive notices over discrepancies in mapping their details with the 2005 electoral roll as part of the ongoing Special Intensive Revision (SIR), Additional Chief Electoral Officer Awa Lorin said on Monday.
Addressing a press conference in Kohima, Lorin said 9.33 per cent of electors fell under the “no mapping” category, while 27.31 per cent were classified as having mapping anomalies. Together, the two categories accounted for 36.64 per cent of electors.
Lorin said electors whose names could not be mapped to the 2005 roll, or who could not establish their linkage with a person included in that roll, would receive notices from Electoral Registration Officers (EROs) or Assistant Electoral Registration Officers (AEROs).
The concerned electors would have to produce prescribed documents, with the requirements depending on their date or year of birth. Lorin clarified that a person whose name was absent from the 2005 roll would not automatically be excluded from the current roll and could establish the required linkage or, where applicable, enrol afresh.
Hearing camps will be conducted by EROs at their headquarters, district headquarters or, where required, at the polling-station level. The verification process is scheduled to conclude by November 18.
Chief Electoral Officer Bhagyashree Banayat said Aadhaar submission in SIR enumeration forms is optional and that Aadhaar does not by itself constitute proof of citizenship. She said Aadhaar seeding was not being carried out in the electoral roll and that providing Aadhaar and mobile-number details was voluntary.
SIR-related forms and information are available through BLOs, election offices and the CEO’s website, while applications can also be submitted online.
