The Mokokchung Municipal Council (MMC) has made the wearing of prescribed uniforms and display of identification badges mandatory for Muttia (porters) operating within its jurisdiction, with strict enforcement set to begin on November 2.

The council distributed newly stitched uniforms and identification badges to Muttia workers on Sunday, November 1, informing them that compliance with the prescribed requirements would be compulsory from Monday. According to a public information issued by the MMC, non-compliance would invite necessary action.
The latest measure follows an earlier notification issued by the MMC in December 2025, prescribing rates for head-loading, loading and unloading services within the municipal limits of Mokokchung.
The rate schedule was notified in pursuance of a resolution adopted by the Market Regulation Committee at its meeting on December 13, 2025, and was made effective until further orders.
Under the schedule, unloading charges for vegetable bags and packages were fixed at Rs 1 per 10 kg for those below 50 kg and Rs 1.50 per 10 kg for those above 50 kg. Head-loading charges were fixed at Rs 1 per 10 metres for loads weighing 30 kg and below, while loads above 30 kg were listed at Rs 200 per 10 metres.
For specific materials, the notified charges were Rs 2 per ACC block, Rs 600 per pick-up truck for bricks, Rs 400 per pick-up truck for firewood and soil/earth, and Rs 300 per pick-up truck for sand, stone dust, chips and boulders (rata). Charges for MS rods were fixed at Rs 50 per quintal, bamboo at Rs 5 per piece and cement at Rs 5 per bag.
The notification also prescribed separate truck unloading charges, fixing rates at Rs 2 per small carton and Rs 5 per large carton. Pots and crockery cartons were charged at Rs 5 per carton, while rice bags and other items weighing up to 26 kg were fixed at Rs 2.50 per bag. Rice, animal feed and similar items weighing 50 kg and above were fixed at Rs 5 per bag.
Unloading charges for glass were fixed at Rs 250 per box, cement at Rs 5 per bag, MS rods and other hardware items, including iron and steel fabrication materials, at Rs 20 per quintal, and CGI sheets at Rs 20 per bundle.
The MMC had directed all concerned to strictly adhere to the notified rates within the municipal limits, warning that collection of charges in excess of the prescribed rates would invite penal action under the rules and regulations in force.
The introduction of mandatory uniforms and identification badges marks the council’s latest measure concerning the regulation of Muttia services in Mokokchung.
