Urban Development Advisor Zhaleo Rio and Tribal Affairs Advisor Tovihoto Ayemi have submitted recommendations for nominees to the Dimapur Municipal Council (DMC) earlier this month.
Section 10 (3) of the Nagaland Municipal Act 2023 provides for the appointment of nominees to municipal councils “from amongst persons having special knowledge or experience in municipal administration.” According to the Act, the state government shall, by notification, nominate the nominees, “not exceeding one-fifth of the elected members.” The nominees shall not have the right to vote in the meetings of the municipal council.
In an application addressed to CM Rio, the Muslim Council Dimapur requested the appointment of a nominee from the Non-Naga Muslim Community to the DMC. The council highlighted the significant role of the Muslim community in Dimapur, especially their contributions to the recently concluded Urban Local Body (ULB) elections, which resulted in victories for NDPP candidates. The council recommended Ahidur Rahman as the government nominee, citing his dedication and contributions to the community.
Urban Development Minister Zhaleo Rio, who was a key campaigner for the NDPP during the ULB elections, endorsed Rahman’s nomination for examination and consideration.
Additionally, Advisor Tovihoto Ayemi recommended Manoj Gurung from the Gurkha (Nepali) community as a nominee for the DMC. In his letter to Minister Zhaleo Rio, Ayemi mentioned that Gurung’s family has lived in Dimapur since 1930, and highlighted his commitment to community upliftment. Ayemi personally vouched for Gurung’s sincerity and dedication, requesting priority consideration for his nomination.
