The Administrative Training Institute (ATI) has commenced a two-day training programme on “Ethics and Values in Public Governance” for senior-level government officers on February 26. The programme is being attended by 25 NCS and NSS officers holding the rank of Joint Secretary and Additional Secretary in the Government of Nagaland.
The training is being conducted in collaboration with the Department of Personnel and Administrative Reforms, Government of Nagaland, and the Institute of Secretariat Training and Management.
The inaugural programme was chaired by Bendanglila, NCS, Additional Director (Administration), ATI, and Additional Secretary to the Government of Nagaland. A brief overview of the course was presented by the resource person Inderjeet Mittal, Director (Retd), Government of India, and Guest Faculty at ISTM, New Delhi. The training modules will cover topics such as the framework of ethical governance, care for and integration with self, others and the environment, and ethical dilemma.
The special address was delivered by V. Shashank Shekhar, IAS, Director General of ATI, Additional Chief Secretary (Agriculture) and Agricultural Production Commissioner. He exhorted the officer trainees to set an example of integrity, noting that increased responsibility within the state government demands higher ethical standards.
He reminded participants of their obligation to address societal challenges and ensure that government machinery functions efficiently for the welfare of the common people. He also cautioned that deviations from the government code of ethics could result in public funds failing to reach the most deserving and vulnerable sections of society, which would constitute an offence not only in legal terms but also in moral and social values.
