Chief Secretary holds debriefing with Inter-Ministerial Central Team

A debriefing with the Inter-Ministerial Central Team (IMCT) for an on-the-spot assessment of damage caused by landslides, flash floods, and floods in Nagaland during 2024 was convened under the chairmanship of the Chief Secretary and Chairman of the SEC NSDMA. The meeting took place in the Conference Hall of the Chief Secretary at the Civil Secretariat, Kohima, on 13 September 2024.

Advisor to the Nagaland State Disaster Management Authority (NSDMA), Z Nyusietho Nyuthe, speaking at the program, stated that natural calamities are not isolated events but occur in various forms throughout the year in Nagaland. He urged the team to bring the challenges faced by the people of the state to the attention of the central government.

Joint Secretary (FFR) of the Ministry of Home Affairs, Anant Kishore Saran, noted during the meeting that the geological conditions of Nagaland are very fragile. He explained that the terrain and other factors contribute to the annual recurrence of such natural disasters. Anant assured the state government that immediate relief work will be provided under central assistance schemes and that recommendations for long-term measures will be proposed to the Ministry of Home Affairs based on their findings.

He also suggested revising the current office memorandum, as the disaster mitigation strategies outlined are outdated. He urged all Heads of Departments to obtain a copy of the memorandum detailing various categories of central assistance. Although he expressed regret at not being able to visit all disaster-affected areas, he assured that the team’s assessment of the damage, particularly concerning road connectivity, would lead to prompt assistance.

Anant commended the NSDMA and the Nagaland government for their effective disaster management efforts and praised their technological and scientific approaches.

Chief Secretary Dr. J. Alam, IAS, informed the central team about the challenges Nagaland faces, especially during the monsoon season, and requested timely assistance with a focus on road maintenance. Alam also thanked the central team for visiting the state and assessing the damages.

OSD of the Nagaland State Disaster Management Authority, Johnny Ruangmei, presented an overview of the monsoon damage by the IMCT and NSDMA, along with the DDMAs and officials from various line departments.

The IMC team included Assistant Director, Ministry of Rural Development, Ranjana Saini; Superintending Engineer, Ministry of Jal Shakti, CWC, MS Saravana Kumar; Superintending Engineer, Ministry of Road Transport and Highways, Adelbert Susngi; and Section Officer, Department of Expenditure, Ministry of Finance, Atul Bamnai.

  1. I was wondering if you ever considered changing the layout of your website? Its very well written; I love what youve got to say. But maybe you could a little more in the way of content so people could connect with it better. Youve got an awful lot of text for only having 1 or two pictures. Maybe you could space it out better?
