Dimapur, 7 October (MTNews): The Chakhroma Public Organization (CPO) and the Western Sumi Hoho (WSH) convened a Coordination Meet on 7 October 2023 at Chekiye Village, Chumoukedima.

During this gathering, both organizations jointly adopted several crucial resolutions aimed at addressing pressing issues and promoting the well-being of the Nagaland community.

Inter-District Boundary Resolution

One of the key resolutions passed during the meeting pertained to the inter-district boundary. The house unanimously resolved to accept and reaffirm the stance presented in the state government’s notification dated 20 December 2021 regarding the jurisdiction of Chumoukedima District.

Additionally, both CPO and WSH pledged their support for the demands put forth by the Joint Coordination Committee of Villages (JCCV) to the state government. These demands include the mutual settlement of inter-district boundaries, recognition of unrecognized villages in Aqahuto areas, the upgradation of Sub-Divisional office headquarters to ADC Dhansiripar, and the establishment of EAC headquarters at Urra.

Registration of Indigenous Inhabitants of Nagaland (RIIN)

Emphasizing the urgency of implementing the Registration of Indigenous Inhabitants of Nagaland (RIIN), the Coordination Meet urged the state government to act promptly. RIIN is seen as a crucial tool to address various challenges faced by the indigenous population of Nagaland. It is expected to protect their rights, preserve their culture, and prevent further marginalization or dilution of their identity.

The resolution called for the immediate implementation of RIIN, with 1 December 1963 as cutoff year which coincides with Nagaland’s statehood. This measure is intended to focus solely on individuals with ancestral roots and historical connections to the indigenous communities of Nagaland.

Unabated Illegal Taxation and Syndicate Issue

The meeting also discussed the growing problem of unabated taxation and the emergence of multiple factions, which have severely impacted the local economy. Concerns were raised about non-local individuals representing underground factions and engaging in illegal activities that disrupt the peace within Naga communities.

The business syndicate system, operated in collaboration with certain vested businessmen, was identified as a major concern. It has stifled the prospects of young Naga entrepreneurs who are unable to join government services or do their own businesses. The organizations stressed the importance of addressing these issues to ensure the safety, harmony, and progress of the citizens.

It also noted that non-local individuals acting on behalf of underground factions is a ‘disturbing trend’ happening in recent times. “These individuals exploit their anonymity to carry out and indulge in many illegal operations disturbing the peaceful atmosphere amongst the Naga communities,” the organizations noted.

Red and Blue Cards and ILP Implementation

Participants expressed alarm over the random issuance of Red and Blue Cards to some NPG factional leaders, granting them unrestricted authority to carry arms in public places. This raised concerns about the safety and security of the populace. The Coordination Meet called for the Chairman of CFMG/CFSG and the Government of India (GOI) to establish immediate protocols to monitor and regulate the issuance of such cards. These protocols should ensure that cards are only provided to those with a genuine need and who have undergone background checks and necessary procedures, thus preventing misuse.

The meeting also highlighted concerns about the implementation of the Inner Line Permit (ILP) and the appointment of non-indigenous individuals as Gaon Burahs (GBs).

The CPO-WSH joint coordination meeting also resolved to continue discussions and collaborative efforts in the days ahead, demonstrating their commitment to addressing critical issues and working together for the betterment of Nagaland and its people.
