The 22nd Annual Conference of the Commonwealth Parliamentary Association (CPA) India Region Zone-III, held in Kohima from November 9 to 13 under the theme “Policy, Progress & People: Legislature as Catalysts of Change,” concluded on November 11 with the unanimous adoption of a proclamation.
Presiding officers from state legislatures across the North East reaffirmed their commitment to parliamentary democracy, inclusive development, and regional cooperation. The conference resolved to renew the commitment of all state legislatures in encouraging legislators to connect with the people and contribute to the mission of achieving a developed North East as a partner of Viksit Bharat 2047.
The House urged the Central Government to engage with all North East states to prepare a comprehensive 20-year sustainable development plan that addresses socio-economic disparities and strengthens the region’s role in national growth. It called for increased budget allocations and targeted programmes for social, cultural, and economic development in partnership with ASEAN countries.
The conference endorsed Nagaland’s aspirations for the upgradation of Kohima Medical College to a central institute, implementation of IISER/IIT as proposed in the 2015–16 Union Budget, and the consideration of Chiethu Airport at Kohima to enhance regional connectivity.
Recognizing the region’s vulnerability to seismic activity and climate change, the House resolved to promote climate-resilient development through state-level policies and the creation of a research centre to monitor and mitigate climate impacts. Legislatures were encouraged to engage lawmakers and the public through committees, workshops, and symposiums on climate issues.
The House also condemned the bomb blast at Red Fort, New Delhi, on November 10, 2025, and expressed condolences to the victims.
