The District Development Coordination and Monitoring Committee (DISHA) meeting held on Monday under the chairmanship of Lok Sabha MP Supongmeren Jamir reviewed the implementation status of key central government schemes in Mokokchung. While departments reported notable progress—including 100% rural housing completion under PMAY-G (phase 1) and 89% coverage under the Jal Jeevan Mission (JJM)—the meeting also highlighted critical on-ground challenges and the need for more effective monitoring.
The District Rural Development Agency (DRDA) informed that under PMAY-G Phase 1 (2016–2024), Mokokchung completed and verified 2,900 sanctioned houses, achieving 100% target as of July 12, 2025. For the next phase (2024–2029), 7,629 households were surveyed with only one house pending verification.
The PHED reported that 34,301 out of 38,354 households in the district have received Functional Household Tap Connections (FHTC)—an 89% coverage rate. However, a major concern flagged during the meeting was that many villages have no water source, despite infrastructure being installed. Executive Engineer (PHED) said the scheme’s completion, originally set for 2024, is now extended to 2028, and will depend on timely financial releases.
District Programme Officer (ICDS) informed that Mokokchung has 400 Anganwadi Centres, but around 30% lack proper infrastructure, with some functioning through community support alone. MP Supongmeren noted that in contrast, Anganwadi centres in other states are better maintained and questioned the status of maternity and child welfare schemes like PMMVY, which reportedly has 1,011 beneficiaries under its 2.0 phase since May 2023.
Under the PMKSY, the District Agriculture Office reported implementation in Ungma, Mokokchung, Mangmetong, Longjang, and Longpa, focusing on dug-out ponds and water harvesting structures. The MP, however, remarked that only one project was insufficient and urged for at least ten schemes to be implemented. The department is currently also handling RKVY, NFSN, and SMAM schemes. A proposal to be made to the state department in Kohima to nominate nodal officers for each scheme to improve implementation was suggested.
The District Education Officer reported works under Samagra Shiksha, including: 12 units under school strengthening; 21 under major repairs; 5 for dilapidated structures; 15 for boundary walls; 8 residential quarters; 6 rainwater harvesting systems; and 3 boys’ toilets, 1 girls’ toilet, and 1 ramp.
Many of these projects are still under construction. The two Netaji Subhas Chandra Bose Avasiya Vidyalayas (NSCBAV) in Mokokchung and Mangkolemba were also highlighted, with the one in Mokokchung not in use due to land sinking.
The new PM SHRI schools initiative is underway with four schools identified in Mokokchung: GHSS Mayangnokcha, GMS Tuli C, GHS Mokokchung Village, and GPS Alimang.
Deputy Commissioner Ajit Kumar Verma, IAS, stressed that central resources are sufficient, but lack of utilization or monitoring risks wasting those funds. He emphasized ensuring effective implementation of PM POSHAN, noting that dry ration distribution is replacing cooked meals in some schools, while others are not distributing any form of meal. The MP asked for an exposure report on school functioning.
