That firecrackers are a nuisance is beyond debate. They disrupt peace, pollute the air, and pose safety hazards. Yet, despite widespread acknowledgment of these harms, people continue to burst firecrackers during festive seasons, particularly in Mokokchung. For years, authorities have imposed bans, but enforcement has been lacklustre at best. The persistent bursting of firecrackers proves that the ban has largely been ineffective.
The district administration has in the past banned firecrackers. The Mokokchung Municipal Council has prohibited both the sale and use of firecrackers within its limits, most recently in 2024. The Mokokchung Chamber of Commerce and Industry has issued warnings against transporting, stocking, and selling firecrackers. Ward authorities have also enacted their own bans. None of these orders have been revoked, which means they remain legally in force. Yet, no authority has consistently followed up on them.
Firecrackers are also incompatible with local culture and ethos. They create noise and air pollution that is particularly disturbing for the sick and elderly. They are not locally manufactured, draining the economy as they are sold at exorbitant prices with no regulation. Bursting firecrackers does not contribute to social wellbeing and often prioritizes momentary excitement over community health and harmony.
Authorities face a simple choice. Either lift the ban and allow willing celebrants to burst firecrackers responsibly, or enforce the ban rigorously. Effective enforcement could include pre-emptive measures, public exposure of offenders, and clear punishment for violations. Catching a few culprits and punishing them can serve as a deterrent to others. There is no record of any culprit being caught and punished by any authority to date.
Law enforcement requires credibility. If a visible, detectable activity like bursting firecrackers cannot be regulated, the state’s ability to enforce any law comes into question. Mokokchung must either commit to strict enforcement or repeal the ban, but it cannot continue with ineffective prohibitions. The ban must either be enforced or revoked.
