Five Tribes panel seeks NPSC clarification on BT quota allocation

The Five Tribes Committee on Review of Reservation Policy has sought clarification from the Nagaland Public Service Commission (NPSC) over the allocation of posts under the Backward Tribe (BT) reservation category in the recently declared results of the NCS, NPS and Allied Services Examination 2025.

In a letter to the NPSC Secretary on Monday, the committee questioned the allocation of BT-reserved posts in certain services, particularly those with limited vacancies, and sought details of the rules and roster system followed by the Commission.

The committee pointed to the allocation of three of the six Extra Assistant Commissioner (EAC) posts, two of the three Deputy Superintendent of Police (DySP) posts and three of the six Block Development Officer (BDO) posts to the BT category.

According to the committee, these allocations appear to result in a higher proportion of BT-reserved posts in the respective services than the overall reservation percentage applicable to the 11 Backward Tribes.

It also stated that, to its understanding, the vacancies in question did not involve backlog vacancies that would justify carrying forward or adjusting unfilled reserved posts from previous recruitment exercises.

The committee has asked the NPSC to clarify the statutory or rule-based provision under which the allocations were made and whether reservation was calculated separately for each post or service, or with reference to the total cadre strength and roster points.

It has also sought clarification on whether any backlog or carried-forward vacancies were included and, if so, details of such vacancies.

Further, the committee has asked whether a roster system was followed and, if so, sought disclosure of the relevant roster positions or points to ensure transparency in the allocation.

The committee said its request was aimed at understanding how the reservation roster had been applied, particularly in recruitment to posts where the number of vacancies is limited.
