Govt employees under CMHIS eligible for reimbursement of expenses beyond insurance limit

The Nagaland State Government has issued a directive allowing government employees under the Chief Minister’s Health Insurance Scheme (CMHIS-EP) to seek reimbursement for additional medical expenses exceeding their annual insurance cover of Rs. 20 lakhs per family. This policy follows a Government letter dated July 19, 2024, and provides a pathway for employees to recover excess costs under the Salaries (MR) head from their respective departments.

To qualify for reimbursement, beneficiaries must submit their claims through the CMHIS portal (cmhis.nagaland.gov.in) and upload all necessary supporting documents. Detailed guidelines for submitting the application are provided in Annexure: 1 and are available on the CMHIS website.

Reimbursement will be calculated based on the approved CMHIS (EP) Health Benefit Package rate or as recommended by the State Medical Board under the Nagaland Health Project Scheme (NHPS). Once the claim is finalized, it will be forwarded to the concerned employee’s department for payment under the Salaries (MR) head. Departments are instructed to submit fund allocation proposals to the Finance Department for reimbursing additional expenses beyond the total insurance cover.

This reimbursement policy applies to treatments received at hospitals empaneled under CMHIS (EP) and, in specific cases, at non-empaneled hospitals if the procedure is unavailable at empaneled facilities or in emergency situations, with State Medical Board approval.

However, the directive clarifies that pensioners are not eligible for reimbursement of expenses beyond the insurance cover, as they are not covered under the MR scheme.
