The Joint Coordination Committee (JCC) on IAS induction has announced that it will intensify its ongoing agitation by launching a combined Pen Down and Tools Down Strike effective from November 6. The decision comes after what the JCC described as “no positive response from the Government” despite more than 40 days of peaceful agitation.

In a circular issued by its Media Cell on Wednesday, the JCC said, “The ongoing Pen Down Strike shall be intensified along with the Tools Down Strike effective from the 6th November 2025 till our demands for restoration of merit are fulfilled.” It further warned that the agitation “may be escalated further, if necessary.”

According to the circular, the Tools Down Strike, which had been kept on hold earlier, will now be fully enforced with the participation of the All Nagaland Government Drivers’ Association (ANGDA), Nagaland Civil Secretariat Drivers’ Association (NCSDA), All Nagaland Directorate & District Government Drivers’ Union (ANDDGDU), and the Nagaland Civil Secretariat Grade-IV Staff Employees Association.

The JCC reaffirmed that its democratic agitation will continue until the government restores the 10th March 2025 Vacancy Circular and withdraws what it termed as the “Non-NPSC/Backdoor candidate” from the panel list.

It clarified that all essential services and the employees associated with them are exempted from the purview of the Tools Down Strike. The committee further informed all JCC members in various directorates and service associations to ensure that essential services remain unaffected, that inconvenience is not caused to the public, and that the “peaceful and democratic agitation is strictly limited to the place of work.”

“Any member violating these guidelines shall be solely responsible for any untoward incidents,” the JCC cautioned.
