Dimapur Deputy Commissioner Dr Tinojongshi Chang on Tuesday informed that the Inner Line Permit (ILP) will be implemented in the three districts of Dimapur, Chümoukedima, and Niuland. The announcement came after a meeting was held at the DC’s office conference hall with representatives of various community organizations, including Bengali Samaj, Jain Samaj, Muslim Council, Sikh Samaj, and others.

Dr Chang informed the media that the Nagaland state cabinet on May 14 reiterated its decision to implement the ILP in the three districts, where it has so far not been enforced, unlike other parts of the state. Earlier notifications issued in 2018, 2019, and 2023 had kept the implementation pending due to the COVID-19 pandemic and other logistical challenges, which had caused confusion among communities.

He added that a formal notification will be issued soon to announce the exact timeline.

The DC also said the government has decided to set up a dedicated ILP enforcement directorate by deploying officials from multiple departments, and the district administration plans to establish an ILP cell for coordination and monitoring at the local level.

Regarding applications, Dr. Chang said the ILP system will be fully online according to government guidelines, requiring digital submission of permits. He urged communities to prepare necessary documents, especially those seeking exemptions.
