In a positive step towards enhancing maternal and child health services in Nagaland, Anoop Kinchi, IAS, Commissioner & Secretary of the Department of Health & Family Welfare, formally launched the Kilkari and Mobile Academy programmes at the Directorate of Health & Family Welfare on May 9, 2025. The launch took place during a state-level review meeting attended by Chief Medical Officers (CMOs), Medical Superintendents (MSs), and key district and state health officials.


In his keynote address, Anoop Kinchi stated, “Our work should be the motivating factor for us wherever we are.” He urged the officials to ensure that health personnel are present at their designated postings, emphasizing that the ultimate aim is to provide healthcare services to the people. He also encouraged them to stay updated in the field of technology, noting that as processes become increasingly digitized, it will not only make their work easier but also enhance service delivery to beneficiaries.

Shanpanthung Ezung, State Program Consultant, ARMMAN/MoHFW, gave a presentation on Kilkari and Mobile Academy mobile-based voice messaging services launched by the Government of India through the Ministry of Health and Family Welfare. These initiatives aim to deliver timely, free, and culturally appropriate audio messages to pregnant women and mothers of children under one year of age, particularly in rural and underserved areas. The primary goal is to increase awareness and promote positive health behaviors, thereby improving maternal and child health outcomes.

During the review meeting, both the CMOs and MSs presented key performance indicators related to various disease programs under the Department. They also shared issues, concerns, and challenges specific to their districts. District and state officials further deliberated on strategies and the way forward.
