Says law must protect national interest without curbing civil society space

The Lok Janshakti Party (Ram Vilas) has called for a balanced and nuanced implementation of the Foreign Contribution (Regulation) Act, 2010 (FCRA), stressing the need to safeguard both national security and the functioning of civil society organizations.

In a statement, the party said the FCRA remains a “vital legislative instrument” to protect the sovereignty and democratic framework of the country by ensuring that foreign contributions do not adversely influence domestic political, social, or economic processes.

At the same time, it underlined the importance of preserving the operational autonomy of genuine non-governmental organizations, philanthropic institutions, and civil society groups engaged in grassroots development and humanitarian work.

The party maintained that the implementation of the Act should be “nuanced and judicious,” clearly distinguishing between legitimate developmental activities and those that may be prejudicial to national interest.

It further cautioned against regulatory frameworks becoming tools of “undue constraint or administrative overreach,” advocating instead for transparency, accountability, and procedural fairness.

Calling for a consultative approach, the party said stakeholders should be adequately heard while refining implementation mechanisms under the Act.

The party also stressed the need for periodic review of compliance procedures to reduce bureaucratic complexities and foster trust between the government and civil society actors.

Reiterating its position, the party stated that India’s democratic strength lies in maintaining a balance between vigilance and liberty while ensuring both national security and developmental goals are met.
