Mokokchung, March 9 (MTNews): As directed by the State Election Commission, the Deputy Commissioner of Mokokchung has submitted the designated Returning Officers and Assistant Returning Officers for the Municipal and Town Councils under Mokokchung district for the ensuing ULB elections.
Speaking to Mokokchung Times, the Deputy Commissioner said that in Mokokchung District, the ULB elections will be held for one municipal council in Mokokchung Town and three town councils in Tuli, Changtongya and Mangkolemba.
The State Election Commission has on Thursday notified that the general election to constitute three Municipal Councils and thirty-six Town Councils in Nagaland will be held on 16 May with 33 percent reservation of seats for women. It may be mentioned here that the long-delayed ULB elections in Nagaland are going to be held after the intervention of the Supreme Court as earlier reported in the newspaperAMP.
Nagaland had witnessed violent protests against the ULB elections in 2017, which provided 33% reservation of seats for women. The protest claimed two lives and government properties were vandalized. Several organizations had opposed the ULB elections on grounds that it infringed the special provisions granted to Nagaland under Article 371(A) of the Constitution.
In March last year, the state government resolved to conduct elections as per the 74th Amendment Act of the Constitution of India which mandates for 33% reservation of seats for women in ULBs.
In 2001, the Nagaland Municipal and Town Council Act 2001 was passed in the Nagaland Legislative Assembly, without the 33% women reservation which is a mandatory provision in article 243-T Part IX-A, which was later amended in 2006. Before 2001, Nagaland followed the Assam Municipal Act for the town committees of the state.
The first election under the Municipal and Town Council Act 2001 was conducted in 2004 across the state without 33% women reservation, except in Mokokchung where it was opposed on grounds that the town would not allow the municipal election unless the provision for taxation of land and building were deleted from the Act.
The Municipal Affairs Department, Government of Nagaland on 9 March through a notification has informed that the wards on rota to be reserved for women in the ensuing Municipal and Town Council Elections 2023 will be as follows:
