On March 8, 2025, the final day of the Sixth Session of the 14th Nagaland Legislative Assembly (NLA) saw the passage of several key government bills and budget-related documents, alongside the announcement of the formation of two new Assembly committees.
The NLA passed the Nagaland Appropriation (No. 1) Bill, 2025, Nagaland Appropriation (No. 2) Bill, 2025 (Supplementary 2024-2025), Nagaland Appropriation (No. 3) Bill, 2025 (Budget 2025-2026), and the Nagaland Goods and Services Tax (Tenth Amendment) Bill, 2024.
Additionally, Chief Minister and Minister-in-charge of Finance, Dr. Neiphiu Rio, presented and passed several important budget documents, including the Regularization of Excess Expenditure for the year 2017-18, as recommended by the Public Accounts Committee in its 132nd report (2023-24), the Supplementary Demand for Grants for the year 2024-2025, and the Demand for Grants for the year 2025-2026.
In a significant move to improve governance, NLA Speaker Sharingain Longkumer also announced the formation of two new committees for 2025-2026: the Committee on Urban Local Bodies and the Nagaland Village Council. Longkumer explained that the creation of these committees stems from the unique social fabric of Nagaland and the need to address local governance challenges, as mandated by Article 371A of the Indian Constitution.
On the same day, Dr Rio also presented the C&AG Report, which included the Appropriation Accounts 2023-24, Finance Accounts (Volume-I) 2023-24, Finance Accounts (Volume-II) 2023-24, and the State Finances Audit Report of the Comptroller and Auditor General of India for the year ending 31 March 2023.
