A one-day workshop on “Institutionalising Capacity Building: From Training to Performance Linked Governance” has been held at the Administrative Training Institute (ATI), Nagaland, on May 2.

Organised in collaboration with the Personnel and Administrative Reforms (P&AR) Department and the Capacity Building Commission (CBC), the workshop brought together Additional Heads of Departments and Heads of Departments from 16 state departments.
The keynote address was delivered by V. Shashank Shekhar, Additional Chief Secretary (Agriculture) and APC and Director General of ATI, who emphasised that governance must be practical and citizen-centric, and focused on action and tangible outcomes rather than mere deliberation.
The workshop aimed to engage departments under the State Training Council and Apex Training Committee, as well as those with training institutions, to gather structured feedback on key themes. These included developing a unified framework for role-focused and performance-linked capacity building, strengthening training institutions, leveraging artificial intelligence and technology for personalised learning, and revisiting cadre training in states.
The feedback will be compiled into a State Recommendation Report for discussion at the National Departmental Summit at the Lal Bahadur Shastri National Academy of Administration on May 15–16, 2026, to be chaired by the Minister of State, Ministry of Personnel, Government of India.
The inaugural session was chaired by Weku Zhiemi.
An overview of the State Capacity Building Architecture was presented by Livitoli Sukhalu, who also moderated the discussions. Representatives from the Capacity Building Commission, including Ranu Mukherjee and Maibam Warish, interacted with participants.
