Nagaland launches in-house e-Pay bill system to streamline state finances 

The Department of Treasuries & Accounts, Nagaland, on WednesFriday launched a new e-Pay Bill System, marking a significant step towards more efficient, accurate, and transparent financial management in the state.

Developed entirely in-house and hosted at the State Data Centre, the new system builds on the previous e-Pay application, offering faster bill preparation, smoother processing, and better coordination with other treasury applications. It is integrated with TreasuryNet, eNPS, and the Grade IV e-GPF system, helping reduce manual work and minimize clerical errors in salary processing, deductions, and GPF contributions.

Designed with user-friendliness in mind, the system allows quicker selection of employees for bill preparation and automatic generation of challans for deductions such as Professional Tax, GPF, and House Tax. Budget details and certain deduction data are now drawn directly from TreasuryNet, streamlining the work of Drawing and Disbursing Officers across the state.

Speaking at the launch event at the Directorate, Finance Commissioner Kesonyu Yhome congratulated the officers and IT team for developing the system entirely within the department. “Creating an in-house solution gives greater ownership and satisfaction, while providing a strong foundation to strengthen and consolidate the state’s financial systems,” he said.

The initiative was first proposed by Chief Secretary Sentiyanger Imchen, then Finance Commissioner. The system took approximately six months to develop, followed by two months of testing and trial runs. A brief demonstration of the application was presented by Additional Director Vechiso Chakhesang before the formal launch.

The new e-Pay Bill System is expected to make salary processing faster, more reliable, and error-free, benefiting all stakeholders across the state and reinforcing Nagaland’s efforts to modernize its financial administration.
