The Nagaland Law Students’ Federation (NLSF) has strongly condemned the recent induction of Non-State Civil Service (Non-SCS) officers into the Indian Administrative Service (IAS), calling it a violation of constitutional mandates and administrative propriety.
In a statement, the federation said the move contravenes the Indian Administrative Service (Appointment by Promotion) Regulations, 1955, which provide for the promotion of State Civil Service (SCS) officers to the IAS based on seniority, merit, and integrity through a prescribed procedure. “The arbitrary inclusion of Non-SCS officers not only violates the spirit of the regulations but also undermines deserving officers and candidates from the Nagaland Public Service Commission (NPSC),” the statement read.
The NLSF said such practices could tarnish the integrity of Nagaland’s civil services and demanded: Immediate cessation of any induction of Non-SCS officers into the IAS that does not comply with the 1955 regulations; Recognition and protection of the legitimate expectations of meritorious NPSC officers; Dismissal of all Non-SCS applicants; and Exposure and publication of any alleged irregularities to ensure transparency.
The federation appealed to the state government to uphold the integrity of the civil services and maintain meritocracy in LAS inductions. It also called on the student community, civil society, media, and elected representatives to collectively resist any erosion of constitutional values and safeguard the rights of deserving candidates who enter public service through competitive examinations.
