The Directorate of School Education has issued a directive to all Heads of Schools, both Government and Private, stating that students should not be denied admission due to the non-availability of a Permanent Education Number (PEN) or Aadhaar ID.

The directive emphasizes that school authorities should educate and encourage parents to enroll their children in the nearest Aadhaar Enrolment Centre. Once the enrollment is completed, the Aadhaar ID must be submitted to the school, as it is a mandatory requirement for generating the APAAR ID.

For students without a PEN, schools are permitted to admit the students and submit their details to the Education and Basic Registration Centers (EBRCs) as missed-out students. These details will then be uploaded to the UDISE+ portal for PEN generation.
