Chief Minister Dr Neiphiu Rio, attending as Chief Guest at the Closing Ceremony of Bharat Utsav 2025 in Moscow on July 13, delivered more than a ceremonial speech — he positioned Nagaland as a cultural and diplomatic bridge between India and Russia.
Addressing the gathering at the historic Manezhnaya Square, Dr. Rio said the festival’s grand success had drawn India and Russia closer, celebrating the “magic of Indian culture, music, dance, yoga, and cuisine.” Among the states showcased, Nagaland and Gujarat featured prominently with curated performances and cultural exhibitions.
Describing Nagaland as “a land of breathtaking beauty and profound cultural richness,” Dr. Rio invited the people of Russia to explore the state’s indigenous traditions, handwoven textiles, and artistic expressions. “Nagaland is a treasure trove of heritage and diversity,” he said, extending a personal invitation to the Moscow City Government to attend the Hornbill Festival.
Nagaland’s presence at the festival was not symbolic — it was strategically curated across tourism, trade, and the arts.
The Department of Tourism, led by Minister Temjen Imna Along, promoted Nagaland as a prime travel destination under the Incredible India campaign, sharing multimedia presentations, tourism brochures, and holding direct interactions to generate interest among Russian audiences.
The Department of Industries & Commerce, under Advisor Hekani Jakhalu, exhibited “Made in Nagaland” products at a dedicated pavilion — featuring handloom textiles, handicrafts, agricultural goods, and Nagaland Coffee — which drew strong public and trade attention.
The Task Force for Music & Arts (TAFMA), headed by Chairman Theja Meru, led a 25-member cultural delegation that captivated audiences with folk and fusion music, traditional dances, and a moving performance of a popular Russian song, which earned enthusiastic applause.
Together, the coordinated effort projected Nagaland’s identity as more than just a cultural participant — but as an active soft power contributor to India’s international narrative.
Beyond the performances, Dr Rio’s visit reflected the subtleties of diplomacy:
· He met with representatives of the Indian diaspora and business community in Moscow
· Participated in a joint press conference with Indian Ambassador Vinay Kumar
· Was featured in an exclusive interview and discussion with Russia Today (RT), including a tour and interaction with RT officials
In his address, Dr Rio commended the Indian Embassy in Moscow for organising the festival in an “exemplary manner” and thanked the Moscow City Government for its support.
Indian Ambassador Vinay Kumar, the Special Guest of the evening, praised the enthusiastic response from the people of Moscow and acknowledged the efforts of participating states. He made special mention of Nagaland’s captivating performances, noting that they reflected the richness and diversity of India.
He further remarked that Bharat Utsav 2025 reaffirmed the enduring India-Russia friendship and expressed hope that the cultural festival would deepen people-to-people ties.
