The Assistant Chief Engineer of the Civil Administrative Works Department (CAWD), Er Sungtiba Amer, during a press briefing, detailed the department’s activities and achievements, emphasizing its role as the executing agency overseeing construction under the General Administration. CAWD also manages projects for departments such as Law & Justice, Border Affairs, Village Guards, Elections, NSO, and spillover works for Treasury & Accounts and CPMF (CRPF).

Er Sungtiba informed that Nagaland currently has 17 district headquarters, including the newly established Meluri district, 24 ADC headquarters, 17 SDO (C), and 65 EAC headquarters. Under General Administration and allied departments, approximately 1,588 buildings, both functional and non-functional, exist across the state.
Highlighting recent achievements, he lauded the state government and Chief Minister for prioritizing infrastructure development under General Administration.
Over the past four years, CAWD has received sufficient grants to complete around 30 projects. These include DC Office Complexes in Phek and Mokokchung, DC bungalows in Tuensang, Phek, Wokha, and Kiphire, as well as ADC office complexes, SDO (C) and EAC offices and residences, and the Chief Secretary’s Residential Conference Hall in Kohima.
Currently, CAWD is constructing 14 pre-engineered residential structures for EAC and ADC headquarters as a pilot project, with work progressing well. Key ongoing projects include DC Office Complexes in Zunheboto, Tuensang, Noklak, Shamator, Niuland, and Tseminyu. A DC Office Complex in Dimapur has also been sanctioned. Several projects, such as the DC Bungalow in Mokokchung, the ADC Office Complex in Akuluto, the GA Rest House in Longleng, and the ADC Residence in Chozuba, are nearing completion and are expected to be inaugurated within the current financial year.
Additionally, Er Sungtiba announced the upcoming construction of a state-of-the-art Circuit House in Chümoukedima, adjacent to Sammogooting Stadium, scheduled to commence in February 2025. He also thanked the government for entrusting CAWD with its first-ever stadium construction project.
Beyond General Administration, CAWD has successfully completed several high-profile projects, including district courts in Wokha, Tuensang, and Zunheboto; judicial officers’ flats in Mon and Mokokchung; a village guard rest house in Thizama; the district jail in Longleng; and the Nagaland Olympic Association Office Complex in Kohima. Ongoing projects include district courts in Mon and Noklak, flat-type quarters for law officers in Kohima, and staff quarters for Border Affairs in Meriema. CAWD is also constructing the first-ever Village Guard Commandant Office in Tuensang and a training center in Sangphur, Shamator.
The department has also played a critical role in building and maintaining semi-permanent and temporary structures for CRPF centers statewide. Furthermore, it has completed warehouses for EVMs and VVPATs in nearly all districts under the Election Department.
Er Sungtiba concluded by stressing the government’s commitment to all-around development, ensuring that basic infrastructure is in place to support General Administration and allied departments for effective implementation and progress across Nagaland.
