Kohima, 5 May (MTNews): Zhaleo Rio, Advisor Urban Development and Municipal Affairs while holding a Swachh Bharat Mission-Urban 2.0 coordination meeting cum training on City Solid Waste Action Plans (CSWAP) and City Sanitation Action Plans (CSAP) plan on Friday said that not all ULBs are generating revenues and that the revenues generated are not enough to provide salaries to the employees.

 

 

The Advisor also informed that there were only 19 ULBs earlier but now there are 39 ULBs; however, the funds received from the ministry are only for the previous 19 ULBs whereas the department is allocating the share to all the 39 ULBs. The advisor, in this regard, sought to know the staff strengths of all the ULBs and stated that “bigger towns with a sizable population that is generating revenue should perform better.”

 

The fund constraint, according to the Advisor, is because the ULB elections are not held in the state and hence, he said, the government is sincere on the issue and will rewrite the Municipal Act with the cooperation of the Naga public and that the elections will be held sooner or later.

 

He also encouraged the Administrators to intervene and give personal interests and take initiatives in implementing the schemes so that they can improve revenue and provide facilities and amenities to the citizens. He further said, if the Administrators work seriously, the department will allocate resources and that they will be funded if they perform.

 

The Advisor said that the department is also determining whether to go for a labor contract at the moment. Meanwhile, he asked the Administrators to provide action plans like various requirements for solid or liquid wastes management whenever funds are provided and asked them to further discuss with their respective local MLAs.

 

Regarding the construction of Public Parks, the Advisor advised the program officers to identify sites and land that are “free of all incumbencies with proper documents even if it is donated or purchased.” He also said that it should have proper MOUs so that no problems arise in the future.

 

The meeting also discussed the implementation, strategies formulation, and mobilization of SBM Projects for 39 ULBs and was held at Conference Hall Urban Development Directorate.
