A group of social activists in Nagaland has appealed to the gubernatorial head of the state, seeking immediate intervention to address what they called “critical” issues hindering the effective functioning of the Nagaland Lokayukta. In a representation submitted to Raj Bhavan, the activists highlighted several “structural and functional issues” that have undermined the effectiveness of the state’s only statutory anti-corruption institution, despite its establishment over six years ago.

Among the key issues raised, the activists pointed to the lack of police powers for the Lokayukta Investigating Wing, preventing the institution from independently investigating, collecting evidence, or making arrests. Despite repeated requests, the state government has failed to grant the necessary police powers, unlike other states where Lokayuktas function with full investigative capabilities.

The activists also expressed concern over the non-framing of essential rules under the Nagaland Lokayukta Act, which has led to procedural ambiguity and inefficiency. Without these rules, the Lokayukta’s operations remain hindered. Additionally, the activists called for the urgent creation of service rules for the Lokayukta and its staff, as well as a restructuring of its understaffed and structurally deficient administrative section.

Further, the activists highlighted the problematic placement of the Lokayukta under the Nagaland Rules of Executive Business, which compromises its autonomy. They also pointed out the inadequate funding allocated for the Lokayukta’s operations, leading to unpaid expenses and the poor condition of its transportation facilities.

The activists’ plea underscores the critical need for a revitalized Lokayukta to fulfill its role in ensuring transparency, accountability, and good governance in Nagaland. They urged the Governor’s timely intervention to address these issues and restore the credibility of the institution.

The representation, backed by RTI responses, was signed by five social activists, including Zakie Rüpreo, Azhoy Zeliang, and ST Yapang Longkumer, Zavitso Kense, and Zakielab ei Zumvü.
