The most consequential figure emerging from Nagaland’s Special Intensive Revision (SIR) may not be the number already left out of the draft electoral roll. It may be the nearly five lakh electors whose records have either not been mapped to the 2005 electoral roll or have been flagged for mapping anomalies.
At 36.64 per cent of the electorate, this is not a marginal administrative detail. It is a large part of Nagaland’s voting population whose electoral status now requires further verification. The Election Office has made clear that being in the no-mapping category does not, by itself, mean that an elector is ineligible. Notices, hearings and documentary verification are intended to determine whether the required linkage can be established.
That distinction matters. A clean electoral roll is essential to the credibility of elections, but so is ensuring that eligible citizens are not inadvertently excluded. At the same time, a thorough revision provides an opportunity to identify and remove bogus, duplicate or otherwise ineligible entries from the electoral roll. The integrity of the exercise therefore depends on getting both sides of this process right.
The coming weeks could consequently prove unusually important for Nagaland’s electoral future. If the 36.64 per cent figure falls substantially after verification, it will indicate that much of the discrepancy was capable of being resolved through documentation and scrutiny. If it remains stubbornly high, the composition of the electorate could look markedly different when the final roll is published.
Either way, the numbers deserve close public attention. Behind every percentage is a voter, and behind every disputed entry is the question of whether that citizen will remain part of Nagaland’s electoral register. There is also the possibility that the exercise could weed out bogus voters who should not have been on the roll in the first place.
Nagaland may therefore be looking at an interesting electoral future, but the shape of that future will depend on what the verification process reveals.
