Finance Department documents show the funds were placed across projects under four government departments
Where is Rs 373 crore meant for disaster-related works across Nagaland actually going?
A Finance Department order dated January 15, 2026, accessed by MT shows that the state government placed Rs 373 crore under a Centre-backed capital investment scheme for flood and landslide mitigation, road restoration and other disaster-related infrastructure works across the state.
The funds were placed under the Scheme for Special Assistance to States for Capital Investment (SASCI) 2025-26, as an additional allocation for natural-disaster-related works. The allocation was communicated to the state by the Union Ministry of Finance, Department of Expenditure, through two letters dated January 13, 2026.
The Nagaland Finance Department subsequently conveyed its concurrence and placed the funds against projects listed in an annexure to its January 15 order.
The Rs 373-crore package is divided among four components: Rs 220.50 crore for the Home Department through NSDMA; Rs 67.70 crore for Works & Housing (Roads & Bridges); Rs 79.80 crore for the Urban Development Department; and Rs 5 crore for the Home Department’s Police Engineering Project.
The projects range from flash-flood and landslide mitigation to protection walls, drainage works and restoration of roads and infrastructure across multiple districts.
But the Finance Department’s order also contains a significant deadline: the implementing departments were directed to utilise the funds by March 31, 2026.
The departments were further instructed to immediately issue administrative approvals and commence the works after completing the necessary formalities, with the order citing the need to complete the works and payments within the stipulated deadline.
The document therefore provides a detailed picture of where the Rs 373 crore was intended to go. The question of how much was actually utilised, which projects were approved and tendered, which works commenced, and how many were completed by the March 31 deadline remains a matter of implementation.
The projects include:
A) Home Department through NSDMA – Rs 22050.00
- Flash Flood Mitigation Works, Jalukie Town, Peren — Rs 10 crore.
- Construction of Protection Wall against Soil Erosion at Burma Camp, Dhansiri River, Dimapur — Rs 7 crore.
- Construction of Protection Wall against Soil Erosion at New Jalukie and Nkwareu, Peren — Rs 8 crore.
- Restoration of Protection Wall against Soil Erosion, Mercy Bridge, Meluri — Rs 7 crore.
- Landslide Mitigation Works, Kohima — Rs 10.50 crore.
- Restoration of road and Landslide Mitigation Works between Thuvopisu Gate and Chozouba village via Brokhriru — Rs 10 crore.
- Flood Mitigation Works at Desagapur, Chümoukedima — Rs 10 crore.
- Reconstruction of protection wall and drainage at Shamator Town — Rs 5 crore.
- Reconstruction of protection wall and drainage at Meluri town and restoration of road from Lepory, including the British road from Meluri to Totizu — Rs 10 crore.
- Reconstruction of protection wall and drainage at Sovima, Chümoukedima — Rs 10 crore.

- Landslide mitigation work along Langlong River below railway crossing at Razaphe Basa and Razaphe Bawe, NH-229, Chümoukedima — Rs 10 crore.
- Landslide mitigation works at Mopungchuket, Sangratsu, Yimchalu and Longjang, Mokokchung — Rs 17 crore.
- Landslide mitigation work at Chümoukedima — Rs 8 crore.

B) Works & Housing — Roads & Bridges: Rs 67.70 crore
The second component provides Rs 67.70 crore for mitigation and restoration of roads and related infrastructure.
The projects are:

- Mitigation and restoration of road from NH-702 to Orangkong Village, Longleng, 3 km — Rs 5.50 crore.
- Mitigation and restoration of road from NIELIT Junction to NH-2 via NU Campus, Meriema, Kohima — Rs 8 crore.
- Mitigation and restoration of road from NH-29 to Forest Colony via Jotsoma Village (NH-29 Jotsoma Bypass), Kohima, 15 km — Rs 10 crore.
- Mitigation and restoration of road from Phek to Lanyezho, Phek — Rs 5 crore.
- Mitigation and restoration of road from Kezocha Junction near Prayer Park Kidima to Kezo Town PMGSY Road J via Kezoma, Kohima, 11 km — Rs 5.30 crore.
- Construction of two-lane RCC Bridge over Susheki, Zunheboto — Rs 5 crore.
- Mitigation and restoration of road from NDRF Camp Chiechama to Ghariphema Basa, Kohima — Rs 5 crore.
- Mitigation and restoration of road from Chalkot Junction to Tening, Peren — Rs 10 crore.

The third component, amounting to Rs 79.80 crore, covers mitigation and restoration of urban roads and drainage infrastructure.
The listed projects include:
- Road from Paira Colony to Veterinary via United North Block (B), Rainbow Colony and Niu Colony at Burma Camp, Dimapur — Rs 4 crore.
- Road from NH-36 via Faith Hospital and Sewak to Residency Colony PWD, Dimapur, 2.2 km — Rs 4.20 crore.
- Road from Dhobinallah Junction to Signal Angami Junction via Army Supply Road, Dimapur, 2.5 km — Rs 5 crore.
- Road from Delux Point to NH-202 via District Jail, Kiphire Town, 1.7 km — Rs 2.50 crore.
- Roads towards DC Office, Niuland — Rs 3 crore.
- Main Traffic Point to Commissioner Guest House via Circuit House; Main Traffic Point to Amguri Road via QMHSS Town Hall to Mascot Junction; and Salangtem to MMC Office, Mokokchung, 4.5 km — Rs 6 crore.
- Road from NH-2 to Shitikolak Ward via GHS and Public Ground and NH-2 to Tuli College, Mokokchung — Rs 3.30 crore.
- Road from Police Point to Longchara Junction and NST Circular Road, Changtongya, 2 km — Rs 3 crore.
- Kelhoshe Polytechnic Road, Atoizu, Zunheboto, 2.5 km — Rs 4 crore.

- Main Town Road from NH to ADC Office via SBI Office, Naginimora Town, 1.7 km — Rs 2 crore.
- Road from Upper Junction to Veterinary Office, YBBA Mission Centre entrance gate at Multi-Disciplinary Complex, Shamator Town, 1.5 km — Rs 2.50 crore.
- Road from Government High School Junction to Bailey Baptist College via Dr MM District Hospital and District Sub-Jail Road, Wokha, 3.6 km — Rs 5.50 crore.
- Road from STC Office Junction to Ward 5 Road, Main Town Road to Helipad and Health Centre, Satakha, Zunheboto — Rs 2.50 crore.
- Road from NH-702A to Helipad (AR Camp) Junction connecting UDO Office to Primary School North Point, College Road via Public Ground and Civil Helipad, Zunheboto — Rs 6 crore.
- Road and drainage at Kalibari and M.P. Road, Dimapur, 1.4 km — Rs 4 crore.
- Road from Kelenguzo Kuotsu Road, Chümoukedima Ward 9, to Konyak Baptist Church, Ward 9, and Ward 7 Junction, 3 km — Rs 4 crore.
Total C: Rs 79.80 crore.
D) Home Department — Police Engineering Project: Rs 5 crore
The final component provides Rs 5 crore for:
- Mitigation and restoration of road at New Police Reserve Complex, Phesama, below NH-02, Kohima — Rs 5 crore.
Total D: Rs 5 crore
Grand total: Rs 373 crore
Taken together, the four components amount to Rs 373 crore.
The Finance Department’s order states that the implementing departments must utilise the funds by March 31, 2026, following directions issued by the Union Ministry of Finance.
The departments were also instructed to immediately issue administrative approvals and commence the works after observing the necessary formalities.
The order cited the need to complete the works and make payments within the stipulated deadline.
The allocation follows two letters issued by the Ministry of Finance’s Department of Expenditure on January 13, 2026, under the Centre’s SASCI capital investment.
