Mokokchung, February 20 (MTNews): In continuation of a previous order, the Deputy Commissioner and District Election Officer, Mokokchung has reminded all the Village Councils, Ward authorities, NGOs and public organizations not to indulge in any political activity by declaring their “consensus candidate” and issuing orders, diktat, intimidation or threat to the other candidates and their supporters by preventing or debarring from holding public meeting, rallies, gatherings or programs related to election campaign within village/town jurisdiction.

 

The DC and DEO said that it has been reported that some village councils/town councils are issuing threats to certain candidates and their supporters for excommunication from the village/town along with other punitive actions as per the traditional practices.

 

The DC and DEO reiterated that every citizen of India has a statutory right to participate in or contest election as per his/her own free will subject to the fulfillment of the requisite qualifications and that any attempt of force or coercion to subvert the free will of the citizen is a violation of the rights guaranteed to every individual by the Constitution of India and subsequent statutes.

 

He also said that any attempt to influence free and fair election by any means of the attempt to interfere with the exercise of the free will of the citizen/elector in election matters is an offense under Section 171C, 339 &340 of IPC. He said that the same has been reiterated by the Election Commission of India which prohibits any organization or group from any activity or statement that amounts to attack on the citizens from exercising their right to participate/vote with free will.

 

Further, it was reminded that the Village Council being a government agency and auxiliary to the District Administration under Section 15 of The Nagaland Village Council Act 1978 is directed to refrain from any type of political activity and always remain politically neutral. Non-compliance may invite disciplinary action under the relevant section of the Nagaland Village Council Act 1978 and other statutes, the DC and DEO said.
