India on Thursday rejected the report released by the US State Department that, among others, highlighted “significant” abuses in Manipur following the outbreak of ethnic conflict in May 2023. The Ministry of External Affair said the report is deeply biased and reflects a “poor understanding of India.”

“This report is deeply biased and reflects a poor understanding of India. We attach no value to it and urge you to do the same,” said the Ministry of External Affairs spokesperson Randhir Jaiswal on Thursday during the MEA’s weekly press briefing.

The report, released by the US State Department, mentioned that ethnic conflict between the Meitei and Kuki communities in Manipur, led to what it described as “significant human rights abuses.”

The report noted that in Manipur over 175 people lost their lives and more than 60,000 were forced to leave their homes because of the continuous conflict.

The report also mentioned that the Indian government’s response had been criticised for its “ineffectiveness”, with the Supreme Court pointing out the failure to halt the violence.

The U.S. State Department, in its 2023 Human Rights Report (HRR) — a country-wise compilation of human rights practices — has listed what it terms as credible reports of more than a dozen different kinds of human rights abuses in India.

According to the report, these include extrajudicial killings, enforced disappearances, arbitrary arrest or detention, torture to coerce confessions, repeated imposition of Internet shutdowns and blocked telecommunications, surveillance of civil society activists and journalists, intimidation and Internet trolling of human rights defenders, punishment of family members for alleged offences by a relative, and “crimes involving violence or threats of violence targeting members of ethnic and caste minorities,” among others.
