The Kohima district administration has imposed restrictions on unauthorised public gatherings, rallies and demonstrations around Lok Bhavan from Wednesday, citing security concerns, as the Naga Youth Movement (NYM) called off its proposed public gathering seeking time-bound implementation of the Naga peace agreements.

The prohibitory order, issued by the district magistrate under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023, covers Lok Bhavan and adjoining areas, including National Highway-2 between Box Cutting Junction and Classic Island, and Ladies Mile Road. It will remain in force until modified, extended or withdrawn.

The order, without naming the NYM, prohibits unauthorised meetings and processions and bars obstruction of security personnel, government officials and emergency services.

The NYM had planned the gathering to press for implementation of the 2015 Framework Agreement and the 2017 Agreed Position. It said representations submitted to the Governor on July 8 and October 13 seeking clarity on the agreements had received no response.

However, on Tuesday, the movement announced it was calling off the October 28 programme, citing “evolving dynamics” and the need to avoid “ethnic confrontation.”

“We believe in adjustment, not confrontation,” the NYM said, adding that its objective was to pressure the Government of India for early implementation of the two agreements, not to create “intra-Naga fight.”
