Mizoram has been officially declared as India’s first fully literate state under the ULLAS (Understanding Lifelong Learning for All in Society) initiative, a milestone announced by Chief Minister Lalduhoma at a ceremony held at Mizoram University on Tuesday. The event was graced by Union Minister of State for Education Jayant Chaudhary and Mizoram’s Education Minister Dr. Vanlalthlana.
“Today marks a historic moment in the journey of our state — a transformational milestone that reflects the collective will, discipline, and vision of our people,” Lalduhoma said.
The declaration was made under the Ministry of Education’s ULLAS initiative, which confers the “fully literate” status to states achieving a minimum of 95% literacy.
According to the Periodic Labour Force Survey (PLFS) 2023–24, Mizoram currently has a literacy rate of 98.2%, far exceeding the national average.
“As we celebrate this achievement, we also renew our commitment to sustaining literacy through continuous education, digital access, and vocational skill training,” the CM’s Office quoted Lalduhoma as saying in a post on X.
“Let us now aim higher: digital literacy, financial literacy, and entrepreneurial skill for all Mizos,” he added.
Union Minister Jayant Chaudhary congratulated the state and its people, posting on X: “Today, we proudly declared Mizoram as the first fully literate state under the visionary Ullas – Nav Bharat Saaksharta Karyakram. Congratulations to the people of Mizoram and Hon’ble CM @PuLalduhoma for this achievement.”
He also acknowledged the contributions of previous governments and praised Education Minister Dr. Vanlalthlana for championing the cause: “May the Northeast continue to lead the way in building a Shikshit, Kushal, and Atmanirbhar Bharat.”
This achievement follows years of effort by the Mizoram Education Department through the Samagra Shiksha and Nav Bharat Saksharta Karyakram. A Governing Council and Executive Committee under the State Literacy Mission Authority coordinated the campaign, aided by a State Centre for Literacy under SCERT.
Officials reported that 3,026 non-literate individuals were identified through surveys, with 1,692 found willing to learn. To reach them, 292 volunteer teachers — including educators, students, and community leaders — conducted literacy classes in schools, libraries, and even learners’ homes.
