Deputy Commissioner  of Kohima, Kumar Ramnikant, IAS, has announced an enumeration exercise targeting residents of Kohima district and their direct descendants from the Garo, Kuki, Kachari, Mikir (Karbi), and Nepali/Gorkha communities. This initiative aims to facilitate the issuance of High Court Certificates (HC) and Permanent Residence Certificates (PRC).

According to the notification, individuals from the Garo, Kuki, Kachari, and Mikir (Karbi) communities must have settled in Nagaland prior to December 1, 1963, while Nepali and Gorkha residents must have settled before December 31, 1940.

It said the enumeration will be conducted at the village and town levels by the Deputy Commissioner’s office using a prescribed proforma. Each enumeration sheet will require countersignatures from various officials, includingthe Village Council Chairman/Municipal Council Chairman (As applicable), Concerned Village GB, Area Administrative Officer, Chairman/President/Representative of the Garo, Kachari, Kuki, Mikir (Karbi) & Nepali/Gorkhas (As applicable) and the Deputy Commissioner of the district.

It mentioned that all copies of final enumeration sheets shall be submitted to the Home Department, Nagaland through the Commissioner, Nagaland which shall be further placed before the Cabinet for decision.

The schedule for the enumeration exercise is:

· October 1, 2024: Issuance of notification
· October 18-31, 2024: Training for Charge Officers, Supervisors, and Enumerators
· November 1, 2024 – January 31, 2025: Enumeration exercise period
· February 15, 2025: Publication of Draft List
· February 17 – March 17, 2025: Claims and Objections submission period
· March 18 – April 21, 2025: Disposal of Claims and Objections
· May 6, 2025: Final Publication of the Enumeration List
