The State Election Commission (SEC) has announced that all wards in 14 Town Councils of Nagaland have been declared vacant following the “nil elections” on the scheduled date of April 29, 2024. The affected Town Councils are Mon, Aboi, Naginimora, Tizit, Tobu, Longleng, Tamlu, Noklak, Tuensang, Longkhim, Shamator, Kiphire, Pungro, and Seyochung.

According to the SEC, the lack of polling has resulted in the declaration of vacancies in all wards under these Town Councils. This decision is in accordance with Rule 81 of the Nagaland Municipal Election Rules 2023, which outlines the procedures for filling casual vacancies.

Rule 81 mandates that elections to fill such vacancies must be conducted and completed within six months from the date they occur. The election process will follow the same procedures as a general election, using the current electoral roll as specified under Rule 10 or 11.

Further, Section 26 of the Nagaland Municipal Act 2023 grants the government the authority to direct the holding of elections. This section states that the government may notify a general election to a Municipal or Town Council or to fill a casual vacancy by a specified date. Different dates may be set for different councils. Once such a notification is issued, the SEC is required to take the necessary steps to organize the elections.
