The inauguration of the Nagaland Contractor’s & Supplier’s Union (NCSU) Tseminyu District Unit Office on May 9, 2025, became a platform for highlighting concerns over the lack of transparency in public works contracts in Nagaland.
Speaking at the event, NCSU President Pele Khezhie congratulated the Tseminyu District Unit “for establishment of the Union Office at the heart of Town.” But his address turned to a more pointed call for institutional reform.
Khezhie “challenged the members to be proactive in the field of professional building of our land, especially the newly created district of Tseminyu town.” He urged them “to fight against table tenders which violate the government’s standing order that all contracts & supplies works should be open tender, in order to maintain transparency and accountability of our State.”
While such directives exist on paper, implementation on the ground has remained patchy. Khezhie’s remarks draw attention to a persistent problem in Nagaland’s contract system — the awarding of tenders through informal, often opaque channels colloquially known as “table tenders,” which are widely believed to undermine equal access to public contracts.
The NCSU claims to be “the only organisation to cover all the districts in Nagaland,” with “more than 5000 registered members out of which more than 2000 members are Class-1 contractors,” according to Khezhie.
His speech also touched on the Union’s long-term objectives. “We will continue to fight for justice and equal opportunity to all the local members,” he said, adding that the Union is preparing for the “50 years celebration of the Union Golden Jubilee which will be held during the last part of this year 2025.”
Tesinlo Semy, President of Rengma Hoho and advisor to the Union, also spoke at the event, acknowledging that Tseminyu town “is far behind to catch up with others.” He said he would “give full cooperation to the leadership of Union and work together to build up Tseminyu town was his dreams.”
The program was chaired by Aba Khing, General Secretary, with the welcome address by MS Khing, and a dedicatory prayer by Yhunthonglo Khing, Pastor of Tseminyu Town Baptist Church. Acknowledgements were delivered by Hillo Khing, Advisor, and the vote of thanks was pronounced by Hyunsi Thyüg, Vice President.
The event concluded with a feast. Among the attendees were Ruth Rengma, Chairperson of Tseminyu Town Council; Asao Seb, SDEO; members of the Rengma Youth Organisation; and community elders.
