Highlights: Biometric Attendance, Hornbill Festival 2024, Departmental Projects, Court Cases, Finance Commission’s Visit

Chief Secretary Dr J Alam, IAS, convened a meeting of all Administrative Heads of Departments (AHoDs) and Heads of Departments (HODs) at the Secretariat Conference Hall in Kohima on 15 October 2024.

Chairing the meeting, Alam remarked that various complaints have been received regarding the poor attendance of Heads of Offices at district offices. He emphasized that all Heads of Offices should be in their stations, and proper intimation must be provided to HODs if they are on leave or out of the station for official work. He also reminded Heads of Offices to remain at their assigned stations at all times, as ultimately, all government employees are paid by the government to provide services to the people.

Alam urged all departments to register in the biometric attendance system and reminded HODs to strictly monitor attendance at both the directorate and district offices. He requested all HODs to send circulars to their respective Heads of Offices at the district level, urging them to monitor attendance closely.

The Chief Secretary encouraged other departments to install the attendance app currently used by the Directorate of Youth Resources & Sports, which allows departments to monitor staff attendance effectively.

Alam announced that the Hornbill Festival 2024 will be celebrated on a larger scale compared to previous years, as this year marks the 25th edition of the festival. He expressed hope that, with assistance from allied departments, all ongoing reconstruction and renovation work at Kisama will be completed on time.

He stated that there will be two state-wide mass social work events on 21st October and during the third week of November, prior to the commencement of the Hornbill Festival. He requested that line departments, such as PHE, PWD, and the Police, extend maximum assistance in providing manpower and vehicles for the social work. Alam informed attendees that the mass social work will be a state-wide activity involving the active participation of all government departments and the public.

Expressing concern over delays in departmental projects, Alam urged all concerned departments to take each project seriously and complete them within the stipulated time. He reminded stakeholders that the Finance Commission will be visiting Nagaland from 2nd to 4th November 2024, stating that the Finance Commission’s recommendations are crucial for the state. Therefore, all departments are requested to extend their maximum support in every possible way. The Chief Secretary also urged all AHoDs and HODs to be present during the Finance Commission’s visit.

Emphasizing the importance of capacity building and training for senior-level officers, Alam stated that there is no age limit for learning. He encouraged all officers to enroll in upcoming training programs and keep themselves updated with the rules of executive business.

He further highlighted issues relating to court cases within various departments and reminded the concerned departments about the upcoming PRAGATI meeting on 30th October 2024. Members also shared their suggestions and feedback during the meeting.
