Following the preliminary investigation, the Additional Superintendent of Mokokchung Police provided an update on the minor rape case. According to the update, on August 11, 2024, the Mokokchung Police received a First Information Report (FIR) concerning a distressing incident of sexual assault involving a young girl. The report states that a 3-year-and-four-month-old girl was sexually assaulted on August 10, 2024, in Saring village, Mokokchung District.

In connection with the case, Moakaba Aier, a 33-year-old man and ‘SS’ Sergeant with the NSCN (Khango), has been arrested. The police update mentioned that Aier, son of the late Karlijang Aier from Akumen (Lirmen), was detained following the registration of a criminal case at the Women Police Station Mokokchung. The case includes charges under Section 65(2) BNS RW 6 of the POCSO Act.

Section 6 of the Protection of Children from Sexual Offences (POCSO) Act stipulates severe penalties for aggravated penetrative sexual assault, including rigorous imprisonment for no less than twenty years, potentially extending to life imprisonment, and may also involve a fine or death penalty.

The accused remains in police custody as investigations continue. Sources have confirmed that the victim is in stable condition and has not sustained critical injuries.

Meanwhile, the Akumen Village Council clarified that Moakaba Aier was not originally from Akumen village, as previously claimed. They noted that his father was the late Thapa (Nepali), and only his mother hails from Akumen village. The Council strongly condemned the inhuman and heinous act and demanded that the law enforcement agency impose the severest punishment on the perpetrator.

Additionally, the village council stated that it will initiate appropriate measures against the accused for tarnishing the reputation of the Akumen village council.

Organizations condemn
Ao Kaketshir Mungdang (AKM): Calling the incident “barbaric and despicable”, the Ao Students’ Conference (AKM) condemned the  heinous crime, allegedly perpetrated by Moakaba (Nepali), Sergeant Major of NSCN (Khango). AKM demanded that the accused be subjected to the severest punishment as per the relevant laws.

“Such a grievous violation of the dignity and innocence of a child cannot be met with anything less than the full weight of justice,” the AKM stated, adding, “The safety of our children and the sanctity of our community must be preserved through decisive legal action”.

Furthermore, the AKM sternly warned any individual or group that might attempt to bail out the accused. “Any such actions will be viewed as a direct affront to our community and will be regarded as supporting the crime. Those who seek to protect the perpetrator will be deemed as endorsing this vile act and will face the consequences of their betrayal,” it said.

The AKM also highlighted the disturbing trend where non-Nagas adopt Naga names to commit crimes, tarnishing the reputation and honor of the Naga people.

“This must serve as a lesson to all communities that such deceitful behavior will not be tolerated,” the AKM stated, adding, “Our identity is precious, and we must all work together to protect it from those who would misuse it”.

The AKM stood in solidarity with the victim and her family and assured them of their full support and commitment to ensure that justice is delivered.

Japukong Students’ Conference (JKM): The Japukong Students’ Conference expressed deep sorrow and concern over the incident while condemning the atrocious act. “Committing an evil deed against a child steals their innocence, which is not tolerable,” the JKM stated. Urging the law enforcement to punish the offenders severely and ensure fitting consequences, the student community also shared the pain and suffering with the victim and family who are undergoing mental, emotional and physical trauma inflicted upon them by the evil perpetrator.

Ongpangkong Students’ Conference (OKM): “Naga society being a peace lover has no place to fit such criminals in our society,” condemned the OKM calling the act “barbaric”.

The OKM demanded the law enforcing authority to take stringent action against the accused and asked the trial court not grant bail to the perpetrator under any circumstance. It also urged the law enforcing authority to punish the offenders severely and ensure fitting consequences. The OKM extended their solidarity with the victim and her family.

Saringyim (Nokpu-B) Students’ Union: The Saringyim (Nokpu-B) students’ Union expressed  shock over the incident  and expessed grave concern over the incident. The union called upon the Investigating Agency to leave no stone unturned in the investigation and to take stringent action against the accused person as per the provisions of law and asked that the accused should not be bailed out.

“Crimes, especially rape dehumanize societies and letting the perpetrators of such crimes go unpunished is a threat to the society. The perverted mindset of the perpetrator of this heinous crime is strongly condemned by the Union and the same must be condemned by all,” it stated.

Nokpu Students Union (NKT): The Nokpu Kaketshir Telongjem (Nokpu Students Union) appealed to the EAC Longchem to intervene and take necessary steps in delivering justice to the victim. Expressing shock and dismay over the “unimaginable incident”, the NKT deemed the act “unacceptable”.

“Such anti-social elements have no place in a peaceful society,” the NKT stated, seeking the intervention of the EAC Longchem.

The Japukong Youth Organisation (JYO) while vehemently condemning the heinous act said that the vile act has deeply shocked and outraged the community.

“Mr. Moakaba Aier from Akumen Village, Mokokchung, has not only violated the law but also the fundamental moral and ethical values that bind us as a society,” the JYO stated demanding for immediate and stringent action against the perpetrator.
“We call upon the authorities to ensure that Mr. Moakaba is swiftly brought to justice, and that he faces the full consequences of his despicable actions. We urge the legal system to expedite the process and ensure that the victim and her family receive the justice they deserve,” the JYO continued.

The Japukong Youth Organisation also extended their deepest sympathies and support to the victim and her family and pledged to stand by them and assist in any way possible as they seek justice and healing.

“We also take this opportunity to remind the community of the importance of safeguarding our children and protecting them from such monstrous acts. It is our collective responsibility to ensure that our society is a safe place for everyone, especially the most vulnerable,” it added.

Watsü Mungdang: The Watsü Mungdang expressed shock at the news of the crime, stating that there is no place in society for the perpetrator of such a heinous act. The apex women’s organization demanded that the authorities punish the perpetrator to the fullest extent of the law and ensure that he is not granted bail under any circumstances. It also urged all right-thinking citizens to condemn such perpetrators.

The Watsü Mungdang further stated that the Administration and the Health Department should focus on mental health issues to prevent similar crimes in the future. The organization also called upon all responsible citizens to work towards creating a better and safer society.

Earlier, the Watsü Mungdang visited the victim and her parents to gather details of the incident.
